Abstract
The article presents a comprehensive study of conceptual approaches to forming a monitoring system for the socio-economic development efficiency of the Donetsk People's Republic (DPR). The relevance of the topic is due to the region's unique status, being in a state of post-conflict transformation and integration into a new legal and economic framework under active external pressure. This, in turn, necessitates focusing on the formation of conceptual foundations for a monitoring system that is adequate to the challenges facing the republic. The study employed methods of system analysis, synthesis, and a comparative approach. The scientific novelty lies in justifying the transition from a traditional assessment system focused on gross indicators to a paradigm of "managed sustainability," where metrics of adaptability, vulnerability, and social resilience become key. As a result, the author has developed a multi-level system of indicators, grouped into four key blocks: economic sustainability and adaptability, social stability and human capital, financial security, infrastructural reliability, and food security. Special attention is paid to operational and qualitative indicators that allow tracking short-term effects in conditions of high uncertainty. The proposed system not only addresses the monitoring task for the DPR but can also be adapted for other regions facing similar conditions of geopolitical instability and sanctions pressure.
