Abstract
Problem. The article examines the contradictions arising in the system of organizing elections in the Russian Federation, as a manifestation of coordination problems between public authorities. It is considered important to show that the electoral process extends beyond the activities of electoral commissions alone and is formed as a result of the interaction of a wide range of actors – legislative and executive authorities, control and supervisory bodies, law enforcement agencies, and infrastructure support organizations. The ambiguity lies in the fact that these institutions operate within different functional logics, regulatory regimes, and management priorities, which generates persistent institutional contradictions. Methodology. The research is built within the framework of institutional and process-system analysis to gain a detailed understanding of the current state of the election organization and conduct system. The basis for the research was formed by sources presented in normative legal acts regulating the activities of state bodies involved in the organization and conduct of elections in the Russian Federation, as well as reference materials and scientific publications. Research Results. The article proposes a typology of contradictions arising at the stages of election appointment, material and technical, and personnel support, information dissemination, financial control, digitalization of electoral procedures, and security assurance. Special attention is paid to the role of bodies such as the electoral commissions of the subjects of the Russian Federation, Roskomnadzor, Rosfinmonitoring, the Central Bank, executive authorities of the subjects of the Federation, and municipalities. It is concluded that the absence of a unified coordination framework intensifies the fragmentation of responsibility and reduces the manageability of the electoral process, which requires a rethinking of existing interagency interaction mechanisms. Practical Application. The developed typology opens up prospects for further research aimed at empirically verifying the identified types of contradictions, as well as analyzing the practices of their institutional smoothing in various subjects of the Russian Federation.
