DIGITAL TRANSFORMATION AS A FACTOR OF STRATEGIC DEVELOPMENT AND A KEY CHALLENGE FOR RUSSIA'S ECONOMIC SECURITY: SYSTEMIC ANALYSIS AND REGULATORY DIRECTIONS
Problem. The research addresses the inherent contradiction in the digitalization of the economy. On one hand, it serves as a key factor for competitiveness and strategic development; on the other hand, it generates new systemic threats to economic security. This issue is particularly relevant for the Russian Federation in the context of sanctions pressure and the tasks of ensuring technological sovereignty. Methodology. The study was conducted within the framework of economic security theory and strategic management. A comprehensive set of methods was applied: systemic analysis (to consider digital transformation, strategic development, and economic security as a unified system), risk analysis (to assess factors and threats), comparative analysis (to compare the evolution of concepts and the adequacy of regulatory mechanisms), analytical generalization of scientific literature, and analysis of normative documents of the Russian Federation. Research Results. The conclusion is substantiated regarding the necessity of transitioning state regulation from a reactive to a proactive model, operating on the principle of "security through development." Key risks have been identified, and a set of measures aimed at their minimization in the context of the country's strategic development goals has been developed. Practical Application. The research findings can be utilized by state authorities to improve the regulatory mechanisms for digital transformation. The proposed measures are aimed at minimizing systemic threats and transforming challenges to strengthen Russia's technological sovereignty and economic security.
