Abstract
Problem. The research aims to bridge the gap between Omsk's existing potential and its realization in the MICE tourism sector, addressing the current needs of regional development. The object of the study is Omsk's MICE infrastructure, understood as a combination of facilities, services, and human resources that facilitate the organization of business events. The subject is the current state, challenges, and development prospects of the city's MICE infrastructure within the context of regional economic objectives. Methodology. The methodological foundation of the research includes the analysis of regulatory legal acts, systemic and comparative analysis, collection and processing of statistical data, SWOT analysis, and deductive and inductive methods. These approaches allowed for the examination of the research object as a set of interconnected elements, providing quantitative and qualitative assessments, identifying strengths, weaknesses, opportunities, and threats, and formulating specific recommendations for businesses and authorities. Research Results. The authors analyzed available sources of scientific literature and the internet, which revealed a lack of a direct interpretation of the concept of MICE infrastructure. This led to the formulation of an author's perspective, defining it as a combination of facilities, services, and organizational mechanisms united, fully or partially, by the common task of providing MICE-related services. It was established that Omsk possesses significant potential to strengthen its position as an important business and events hub in Western Siberia. However, realizing this potential requires a systematic approach, a clear strategy, and effective coordination among stakeholders. Practical Application. The practical significance of this work lies in the development of tools for decision-making by authorities regarding MICE infrastructure development, investment planning in the hotel and events sector, and the creation of marketing strategies to promote Omsk as a center for business events.
