INTERACTION OF STATE AUTHORITIES AND HOSPITALITY AND RESTAURANT ENTERPRISES OF THE DONETSK PEOPLE'S REPUBLIC BASED ON THE "SINGLE WINDOW" PRINCIPLE IN THE CONTEXT OF DIGITAL TRANSFORMATION

Abstract

Problem. In the new constituent entities of the Russian Federation, including the Donetsk People's Republic, there is a significant gap in the level of digitalization of the hospitality and restaurant industry compared to the average Russian indicators. This creates administrative obstacles when utilizing federal subsidies and limits the development of the hospitality sector as one of the key factors in the region's post-conflict recovery. Methodology. A systematic analysis of regulatory legal acts governing the restoration of tourism infrastructure in the new regions was applied. A secondary statistical analysis of data from Rosstat, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, and the National Research University "Higher School of Economics" for 2024-2025 was performed. A comparative study of the Republic of Crimea's experience in implementing the "single window" principle within the framework of the industry digital ecosystems concept of the National Research University "Higher School of Economics" was conducted. Research Results. Key regional differences in the level of digital maturity of the hospitality and restaurant industry in the Donetsk People's Republic were identified. The architecture of a Unified Republican Digital Platform for coordination and support of the hospitality and restaurant industry of the Donetsk People's Republic, operating on the "single window" principle with integration into federal information systems, was developed and scientifically substantiated. A phased implementation plan for the platform for the period 2026-2030 was formed, with projected effects analogous to the results of the Republic of Crimea. Practical Application. The proposed platform is recommended for implementation by the Ministry of Economic Development of the Donetsk People's Republic, based on the infrastructure of the "My Business" Center. The obtained results can be applied when adjusting the mechanisms of the state recovery program and the national project "Tourism and Hospitality Industry" in the new regions of the Russian Federation.
