Abstract

Problem. The research problem lies in the necessity of a fundamental rethinking of strategic management tools for a regional digital digital ecosystem under unprecedented geopolitical pressure and sanctions isolation. This requires the development of new approaches that transform external threats into drivers of development. Methodology. The research methodology is based on an author's approach that radically re-evaluates classical analytical tools: the analysis of political, economic, social, and technological factors has been reoriented towards assessing the risks of targeted actions by unfriendly jurisdictions, while SWOT analysis has been refocused on identifying points of technological vulnerability and niches for "breakthrough" import substitution. Methods of stress-testing the ecosystem architecture and scenario planning, considering geopolitical decisions, were also applied. Research Results. As a result of the study, a system of specialized crisis management tools was substantiated, and a fundamentally new metric – the digital sovereignty coefficient – was proposed. This coefficient assesses the share of domestic technologies, the depth of localization, and resilience to targeted cyberattacks, shifting the focus of evaluation from "digital maturity" to "digital-sovereign resilience." The research proves the necessity of a paradigmatic shift in managing regional digital ecosystems: from assessing "digital maturity" to ensuring technological sovereignty. An antifragile management architecture has been developed and systematized, with the digital sovereignty coefficient as its key element – a metric that evaluates import independence, depth of localization, and cyber resilience of the infrastructure. The result is a specialized management apparatus that transforms external sanctions threats into drivers of consolidation and innovative development. Practical application. Practical application of the results lies in creating a methodological framework for building a unified regional information and analytical contour. This contour will provide near real-time monitoring of the state of critical digital infrastructure and support the adoption of coordinated anti-crisis decisions, thereby forming the basis for an anti-fragile management architecture. This approach aligns with the imperatives of national security and technological independence.
