Problem. The article addresses issues related to enhancing the food security of a region through the implementation of innovative farming methods. One such direction is the creation of agro-clusters, which are effectively utilized in the global and domestic economic space. The agro-industrial complex of the Luhansk People's Republic requires transformation to integrate modern trends in innovative development. A key task is the alignment of goals among authorities, education, science, and producers. The relevance of the topic is due to the republic's acquisition of official status as a subject of the Russian Federation and the possibility of integration into a single economic space. Methodology. The study employed methods such as: systems approach, analysis and synthesis, deduction, induction, and comparative analysis. Research Results. The study revealed the state of self-sufficiency of the Luhansk People's Republic in basic types of agricultural products, identified a discrepancy between indicators and the requirements established by the Food Security Doctrine, and proposed relevant directions for increasing the level of food security in the Luhansk People's Republic. A pyramid for forming contributions to food security at various management levels, considering agro-clusters, was proposed, along with a scheme of agro-formations that are more resilient to changes in the competitive environment and market demand in modern market conditions, and a scheme of the main functions of agro-cluster sectors in ensuring the development of regional agriculture. Practical Application. The proposed schemes are relevant in modern economic conditions and can be used for the formation of agro-clusters both in regions where agriculture does not make a primary contribution to the regional economy and in regions that have resource potential for agricultural development and are donors of agricultural products.
