Problem. In the context of implementing the import substitution strategy in the Russian Federation, the problem of insufficient study of its comprehensive impact on the socio-economic dynamics of regional development is acutely manifested. The absence of a comprehensive analysis of the interconnections between import substitution measures and key indicators of regional development, such as employment, investment activity, innovation, and living standards, hinders the formation of an objective picture of the effectiveness of state policy in this area. An insufficient theoretical and empirical base makes it difficult to identify the most effective tools and mechanisms capable of ensuring sustainable and balanced socio-economic development of regions under the import substitution strategy. Thus, there is a need for in-depth research aimed at identifying and quantifying the impact of import substitution policy on various aspects of socio-economic development of Russian regions, with the aim of developing scientifically sound recommendations for improving state policy in this area. Methodology. The methodological basis of the work is the analysis of theoretical aspects of import substitution, as well as the assessment of its potential impact on economic growth, employment, and innovation activity at the regional level. Special attention is paid to identifying factors hindering the effectiveness of import substitution at the regional level. Research Results. The conducted analysis has identified problematic areas in the implementation of import substitution policy, stemming from the specifics of regional economies and insufficient coordination of state support measures. Specific measures have been proposed to improve state policy in this area, aimed at stimulating the competitiveness of domestic producers, fostering a favorable investment climate, and activating innovation processes in the regions. Practical Application. The practical significance of the research lies in the possibility of using the obtained results and developed recommendations when forming and adjusting regional import substitution programs, as well as when developing mechanisms for state support of regional economic initiatives.
