METHODOLOGICAL FOUNDATIONS FOR CONSTRUCTING AN ORGANIZATIONAL AND ECONOMIC MECHANISM OF MANAGING THE SOCIAL POTENTIAL OF SUSTAINABLE TERRITORIAL DEVELOPMENT

Abstract

Problem. This article examines the peculiarities of applying methodological foundations for constructing an organizational and economic mechanism for managing social potential to ensure sustainable territorial development. The main idea of the article is to demonstrate the applicability of existing methodological approaches in current conditions to create an effective organizational and economic mechanism aimed at mobilizing, developing, and rationally utilizing the available social potential of a territory as a key factor in achieving its sustainable development. Methodology. The research is based on comparative-historical, political-administrative, and institutional approaches. The methods include comparative analysis, system analysis, as well as the conceptualization of several provisions regarding the innovative development of the education system in the Russian Federation. Research Results. The article demonstrates that, using theoretical and methodological foundations of assessment, an algorithm can be formalized for constructing and implementing a model for the formation of social potential for sustainable territorial development that is optimal for the Russian Federation. Adherence to the provisions of this model will allow for the alignment of goals across three levels of governance (state, regional, local) in the context of ensuring sustainable development, and for the preparation of other targeted development programs for specific (priority) types of economic activity in conjunction with national economic interests. Consequently, the development of primary, secondary, or tertiary economic sectors will not be an isolated process, but rather one conditioned and supported by the state of social potential, which ensures its sustainability and alignment with overall national interests. The organizational and economic mechanism for solving problems of managing the social potential of sustainable territorial development, formed within the framework of this algorithm, being one of the key elements of the management system and a system-forming means for realizing target functionalities, will contribute to the practical implementation of the optimal model for the Russian Federation for forming the socio-economic potential of sustainable territorial development. Practical Application. The practical significance of the work lies in the existing need for state authorities and local self-government bodies to utilize the proposed methodological foundations to improve the quality of strategic planning and ensure the long-term balance of socio-economic processes at the territorial (state, regional, and local) level. This balance is achieved by ensuring the integration of all levels of governance (state, regional, local) around common sustainable development goals, using social potential as a resource.
