Abstract

Due to the existing demand for free economic resources, a key task for a region is to increase the efficiency of regional structures and economic agents to achieve sustainable socio-economic progress. This article examines a system of factors based on various grounds (external, internal, subjective, objective, permanent, and temporary) that influence a region's resource capabilities. The identification of factors for assessing a region's economic potential is carried out based on known approaches. It is shown that each of the considered factors has a different degree of direct influence, a prospect for further development, and can change over a certain period depending on the goals of federal and regional socio-economic policy. Factors shaping the economic potential of the Luhansk People's Republic are considered; the presented system of factors allows for a comprehensive approach to identifying problems and determining the directions of regional development. The proposed directions for activating factors were formed based on regulatory legal acts of various levels with a perspective up to 2036. To increase and improve the region's economic base, proposals have been put forward, primarily concerning the interaction of external and internal, objective and subjective factors influencing the quality of management decision-making. The presented system of factors allows federal, regional, and municipal authorities to implement a comprehensive approach to the socio-economic development of a specific territory, develop programs (strategies), and programmatic measures for regional management.
