This research is dedicated to developing conceptual directions for the digitalization of business processes in metallurgical production under restrictions, aimed at stimulating import substitution. The main objective of the work is to develop provisions for a business process digitalization concept adapted to the conditions of metallurgical production, based on the systematization and refinement of scientific theories and provisions. Research methods include system analysis, comparison, and content analysis of scientific works and industry reports. Conceptual provisions and results of domestic and foreign scientists on digitalization issues are considered, key business processes in metallurgical production are analyzed, and the level of dependence on foreign software and software products is identified. Limitations of existing concepts under import substitution conditions are studied. A structural-functional model of digital transformation is proposed, based on the principles of modularity, scalability, cyber resilience, and integration, which is advisable to apply in the context of import substitution development. Proposals for the adaptation and development of domestic software and hardware solutions are substantiated, and recommendations for the phased implementation of the concept and measures to ensure the stability of the information technology (IT) infrastructure are offered. The research results demonstrate the possibility of creating an effective and secure digital ecosystem for metallurgical enterprises, capable of ensuring technological sovereignty and increasing the industry's competitiveness. The practical application of the research results lies in developing a set of measures for digital transformation for enterprises in the metallurgical industry under restrictive conditions.
