This study examines the development of regulatory programs for digitalization in Russia's northern regions, which exhibit significant differentiation in this area. Through comparative and content analysis of federal and regional management program documents, the main priorities and stages of digitalization in Northern Russia have been identified. The first stage, the informal one, which took place from 2014 up to 2020, saw regional management address some tasks in improving public administration through information and telecommunication technologies. The second stage dated from 2020 up to 2024 is characterized by the digital transformation of the economy and social sphere. The third stage dated from 2024 up to 2030 is prospective, focusing on the formation of digital growth poles. It is noted that project solutions unified at the federal level are not always relevant for individual northern regions, and regional development specificities must be considered. The findings can be applied to the development of new and the adjustment of existing strategic planning documents aimed at the development of Russia's northern regions.
