Abstract
The article examines theoretical aspects of improving the personnel training system for public and municipal service in a dynamically changing socio-economic landscape. Improving the training system for managerial personnel implies aligning training goals, content, and methods with the evolving demands of public service and society. It is established that the scientific literature highlights several conceptual approaches to such improvement. It is shown that the key directions for improvement include transitioning from imparting abstract knowledge to developing specific competencies, focusing on lifelong learning throughout one's career, aligning the educational process with real-world public service tasks, and actively employing new learning technologies. These approaches are not mutually exclusive but complementary, forming a modern model for training managerial personnel oriented towards practical needs and the development of public service human potential. It is highlighted that the improvement of the civil servant education system is driven by both external and internal development factors. External conditions necessitate continuous updating of employees' knowledge. Simultaneously, internal system deficiencies, such as outdated programs and methods, hinder the training of personnel capable of meeting contemporary challenges. Accordingly, improvement should address internal problems within the training system and adapt it to external changes.
