The article is devoted to a comprehensive and integrated analysis of the transformation processes taking place in the personnel policy of the executive bodies of the Russian Federation in the context of the formation and development of a modern model of public administration. The focus is on rethinking the role of human resources as a key strategic asset that ensures sustainability, flexibility and effectiveness of public administration in the context of the increasing complexity of the external environment and high demands on the efficiency of the public service. Particular emphasis is placed on the introduction of innovative management approaches, in particular, the principles of reflexive management, which involve the development of self-regulation mechanisms, feedback and continuous analysis of the quality of personnel decisions. The article considers adaptive personnel management strategies aimed at promptly responding to changes in the institutional environment and the needs of society. The need for institutionalization of the human resources management system on the basis of modern economic categories and concepts, such as human capital, transaction costs, investments in management development, is substantiated, which allows considering personnel policy not only as a set of administrative procedures, but also as an element of strategic planning and sustainable development of the civil service.
