Abstract
Problem. The research addresses the problem of imperfect organizational and management mechanisms for implementing environmental standards in the management system of mass public events at the regional and municipal levels. Despite the existence of a developed federal and regional legal framework for ecologization, there is a gap between strategic guidelines and the practical implementation of environmental initiatives in event management. The absence of management models that systematically link environmental requirements with decision-making processes, the fragmentation of control mechanisms at different stages of an event's life cycle, and the insufficient development of stakeholder interaction systems create barriers to achieving sustainable development goals. Methodology. The methodological basis of the research is based on Edward Freeman's stakeholder theory, William Edwards Deming's concept of continuous improvement, and the process approach to management according to the international quality standard ISO 9001. Methods of system analysis of event management organizational structures, process modeling using the continuous improvement cycle, stakeholder analysis, and legal framework analysis were applied. Research Results. A process model for managing the ecologization of mass events has been developed, integrating three stages of the event life cycle (preparatory, main, concluding) and four management time horizons (strategic, tactical, operational, analytical). Eight groups of stakeholders with differentiated interaction strategies have been identified, and the main processes of event implementation have been systematized. Detailed recommendations for the organizational regulation of ecologization have been formed. A set of changes to the regional legislation of the Tyumen Oblast has been proposed, including amendments to the procedure for receiving notifications about mass events and the regional law on environmental protection, as well as a system of material and moral incentives for organizers of eco-friendly events. Practical Application. The results can be used by regional and municipal authorities to improve the system of managing mass events, by event organizers to implement sustainable development practices, and contribute to achieving national goals within the framework of the "Environmental Well-being" project.
