Abstract
Problem. The article examines the issues of implementing regional methods for assessing the effectiveness of the small and medium-sized entrepreneurship (SME) support system, taking into account the vector of sustainable territorial development. The main idea of the article is to demonstrate possible methods for diagnosing and evaluating the effectiveness of SME management using the example of specific regions. Methodology. Special emphasis is placed on selecting a system of indicators that reflect the effectiveness of entrepreneurship support measures and the quality of monitoring. Within the framework of this research, a review of scientific articles, regulatory documents, and statistical materials was conducted, which allowed for the specification of the classification of SMEs, the territories where they operate, as well as factors reflecting territorial specificities, and management tools within the implementation of various SME support programs. Research Results. A methodological approach to assessing the effectiveness of the SME support system has been proposed, based on a structural-dynamic analysis of official indicators. This approach aims to identify problems and contradictions that arise in the process of implementing entrepreneurship support measures at the regional level, including the specifics of regulatory frameworks and resource provision. Ten groups of key contradictions have been identified within the proposed typology, based on the criteria of Russian legislation and principles of efficiency. Attention is drawn to the causes of these contradictions and problems, including economic, geographical, social, and infrastructural specificities. Practical Application. The obtained results indicate the necessity of a comprehensive modernization of the SME support system in the region.
