Abstract

Problem. The research is dedicated to the task of adapting management methodologies to the conditions of territorial development in the digital economy, characterized by high uncertainty, dynamism, and increasing complexity of socio-economic system interconnections. The limitations of classical approaches in an unstable, uncertain, complex, and ambiguous environment (VUCA environment) are considered. The necessity of implementing flexible tools that ensure continuous improvement of regional management processes in modern realities is substantiated. The insufficient effectiveness of traditional models, requiring a transition to iterative schemes, is identified. The vulnerability of linear planning schemes, characterized by a low ability to respond promptly to changes, is demonstrated. Methodology. Methods of systematization, generalization, structural modeling, and statistical analysis were applied. Formulas for calculating the integral indicator of process effectiveness and the system's adaptability coefficient, which considers the speed of reaction to external changes, were developed. The efficiency of information flows between organizational, process, and operational levels was assessed. Standards in the field of management were analyzed. The effectiveness of implementing modern digital platforms at each stage of the cycle was evaluated. Economic indicators of infrastructure projects were compared. Research Results. The logic of transforming the Deming Cycle concept for optimizing state regulation at all levels of the socio-economic system has been substantiated. A set of recommendations for implementing the planning, execution, checking, and adjusting stages during the transition from a smart city model to a smart territory paradigm has been formed. Criteria for selecting territories for digitalization, considering geographical, economic, social, and infrastructural factors, have been identified. Mechanisms for integrating digital tools at the control stages have been analyzed. The dependence of effectiveness on the quality of inter-level communication at the regional level has been established. Quantitative parameters for assessing system maturity have been determined. Practical Application. It has been established that the developed algorithms can be applied to the optimization of supply chains, the training of public servants, and the construction of interdepartmental interaction systems without prior adaptation. The universality of the toolkit for public administration sectors in the context of digital transformation has been confirmed. The expediency of using the improvement cycle within a unified management loop has been proven. Conditions for integrating the mechanism into regional development strategies based on the concept of continuous improvement have been formulated. Algorithms for implementation in municipal governance have been identified. Criteria for assessing the digital competence of personnel have been developed.
