PROBLEM STATEMENT AND DEVELOPMENT OF THE THEORETICAL BASIS FOR THE FORMATION AND TRANSFER OF RESPONSIBILITY IN THE SYSTEM OF INDUSTRIAL DEVELOPMENT MANAGEMENT IN THE NEW REGIONS OF THE RUSSIAN FEDERATION

Abstract

Problem. This study analyzes key problems in the socio-economic (including industrial) development management in the Donetsk People's Republic and identifies a number of gaps in this system, formed due to the lack of responsibility among its participants. This has actualized the issues of scientific substantiation and development of the main provisions for the formation of responsibility in the system of industrial development management in the new regions of the Russian Federation, using the Donetsk People's Republic as an example. In this regard, the purpose of this study is to analyze the problem and develop a theoretical basis for the formation and transfer of responsibility in the system of industrial development management in the new regions of the Russian Federation. Methodology. To achieve this goal, methods of terminological analysis, statistical analysis, generalization and systematization, and scientific abstraction were used. Research Results. As a result, the study proposes to systematize existing interpretations of the category "responsibility" in scientific and specialized literature, which allowed identifying five fundamental approaches to understanding this category. Existing and described schemes for responsibility management in the literature were analyzed, and a closed-loop scheme for the implementation of responsibility as an obligation of a subject to account for their actions was proposed. Practical Application. The study established significant discrepancies between the existing practice of responsibility management in the DPR in the context of industrial development management and the proposed closed-loop scheme for the implementation of responsibility, which create gaps in the responsibility management system. This predetermines the prospects for further research, consisting of finding tools and forming a mechanism for responsibility management that ensures the transformation of the current practice of forming and transferring responsibility in the industrial development management system of the DPR.
