Abstract
The article examines the theoretical and methodological foundations of the modern digital evolution of the regional economy. It distinguishes between digitalization as process automation and digital transformation as the restructuring of business models and institutions based on data and ecosystems. Data is positioned as a special factor of production, whose significance is amplified by complementary intangible investments. Digital infrastructure exhibits the properties of a quasi-public benefit, justifying the coordinating role of the state. Ecosystems and platforms are becoming dominant forms of coordination, redistributing roles among market participants. The analytics of digital transformation draws upon neo-institutional economics, evolutionary theory, new economic geography, and theories of regional innovation systems, emphasizing the role of transaction costs, the adaptation of basic technologies, and institutional co-evolution. In regional policy, a shift is emerging towards an ecosystem approach, the development of public-private platforms, and agile regulation.
