Abstract
The issue of disability, remaining one of the most pressing in modern society, continues to demand close attention. The article analyzes the fundamental principles of the Russian Federation's social policy towards persons with disabilities within the framework of a comprehensive rehabilitation system. Special attention is paid to identifying gaps in the implementation of existing principles, such as equality of rights, inclusion, and comprehensiveness of support measures. Based on a thorough study of international experience and an analysis of Russian legislation, including Federal Law No. 181-FZ and the Concept for the Development of the Rehabilitation System of 2021, an improved structure of principles is proposed. It is supplemented with innovative elements: respect for dignity and autonomy, accessibility, raising public awareness, sector responsibility, compensation, and consideration of individual characteristics. Research methods combine documentary and comparative analysis, statistical data processing, and a systemic approach with model visualization. Recommendations are aimed at the management level of the social sphere and authorities, contributing to the creation of an inclusive environment, increased independence, and active participation of people with disabilities in society. This fully aligns with the strategic goals of state policy, ratified by the UN Convention on the Rights of Persons with Disabilities, and the Sustainable Development Goals. The study lays a theoretical and practical foundation for further monitoring and implementation of changes, emphasizing the need to integrate digital technologies, such as telemedicine, to overcome regional disparities.
