Genesis of Public Assessment of Territorial Governance Effectiveness

Abstract

Assessing government actions significantly impacts quality of life, real sector development, and business communities. The official approach to evaluating government performance, including federal and regional leaders, has a history. This work aims to show the genesis of public assessment methodologies for government effectiveness, shaping the future development of Russian regions. A comprehensive review of regulations and analysis of data on regional government actions, including federal and regional leaders, reveals key differences in methodological support. The main difference lies in using indicators reflecting the level of implementation and development of entrepreneurial activity in the region in the first methodology, and in the second methodology – the socio-economic development of the region as a whole. Comparative analysis demonstrates a small proportion of Russian regions with high management efficiency and a significant number with low efficiency. This situation proves the problem is not so much in changing methodological approaches to assessment, but in the real state of affairs in public territorial governance.
