KEY ELEMENTS OF SUCCESSFUL IMPLEMENTATION OF STATE TARGET PROGRAMS FOR ECONOMIC SECTORS STIMULATION IN GLOBAL PRACTICE

Problem. The dynamics of state socio-economic policy development and the initiation of targeted state programs are determined by factors of accelerated environmental transformations and a cumulative increase in information flows. Unforeseen environmental fluctuations necessitate higher demands on the quality of strategic planning technologies and the capacity of management entities to respond adequately, overcome threats, and ensure organizational adaptation. Methodology. The research methodology is based on a systemic approach, within which modern and classical scientific techniques were applied: general scientific methods (data analysis and synthesis), as well as retrospective and comparative analysis (establishing cause-and-effect relationships). Research Results. For successful macroeconomic regulation, achievement of long-term goals, resolution of structural problems, and support for promising sectors, the state relies on targeted programs. Global practice demonstrates that their effectiveness directly depends on the quality of development, flexibility of implementation, and objectivity of the evaluation system, rather than on the sheer volume of allocated funds. Practical Application. Effective government innovation policy requires a comprehensive approach that combines strategic vision, stimulation of private capital, application of adequate risk reduction tools, flexible and expert management, and a clear evaluation system focused on measurable economic impact. Ignoring any of these elements can significantly reduce the effectiveness of public investment and slow down the pace of innovative development. This conclusion is supported by both the presented KPI (Key Performance Indicators) system and the experience of most developed countries. The study confirmed that modern government target programs for economic stimulation have shifted from administrative allocation to intelligent risk management and innovation stimulation. The key practical application lies in the necessity of institutional transformation of program management: from budget execution control to intelligent risk management and the stimulation of measurable economic value added. The success of programs will depend on the implementation of the proposed balanced set of KPIs, which covers all stages of the program lifecycle: from strategic design to final impact assessment.Downloads
